Kerry L. Sleeper has been involved in law enforcement and the public safety field for more than 30 years. He recently retired as the Commissioner of the Vermont Department of Public Safety, overseeing the Vermont State Police, Vermont Emergency Management, Fire Safety Division, Criminal Justice Services, and the Homeland Security Unit. He is a Senior Advisor, Homeland Security with the CNA Corporation in Alexandria VA. Mr. Sleeper enlisted in the Vermont State Police in 1977 and became the first Trooper in the history of the Department to rise through the ranks and be appointed Commissioner of Public Safety. Mr. Sleeper held the ranks of Trooper, Detective Sergeant, Lieutenant Station Commander, Lieutenant Drug Unit Supervisor, Captain Special Investigation Unit, Captain Troop Commander, Captain Assistant Field Force Commander, and Major Field Force Commander. Mr. Sleeper was appointed as the Governor’s Homeland security Advisor by Governor Howard Dean in 2001, and appointed Commissioner of Public Safety and reappointed Governor’s Homeland Security Advisor by Governor Jim Douglas in January 2002. Mr. Sleeper was appointed by the National Governor’s Association to serve as the vice chair of the Homeland Security Advisory Council, Intelligence and Analysis Committee. He served as a member and past Policy Board Chair of the New England State Police Information Network, one of the six Regional Information Sharing Systems (RISS) sponsored by the Department of Justice. He served as a member of the Global Justice, Criminal Intelligence Coordinating Council (CICC) and on the Executive Council of the FBI’s Albany NY Joint Terrorism Task Force (JTTF). He was also selected to serve on both the Implementation Team and Advisory Council for the Integrated Threat Assessment and Coordination Group (ITACG) at the National Counter Terrorism Center (NCTC). Mr. Sleeper earned a degree in business management from Champlain College.
